A state government launching a home-energy-efficiency rebate program for low- to moderate-income residents needed input from constituent stakeholders to shape how it would run. This included aspects like workforce development, community outreach, quality assurance, and more.
After weeks of stakeholder interviews, we synthesized the findings into a guidebook the program implementer could use to make informed decisions, anchored by a high-level end-to-end journey mapping the full experience.
